Quite simply, reading anything means reading any sort of English-written articles via any sort of major media outlets such as newspapers, magazines, blogs, or even instructions. You should just continue to read and read them, and then gradually you will pick up a good habit of extensively reading English sentences on a daily basis. Although it's gonna take much longer, it could technically be possible for you to reach a certain level of English proficiency as long as you continue to read English sentences every day. Ideally, of course, it's better to master all the basics of the English language prior to embarking upon more output study. As for the level of your reading stuff, it doesn't really matter whether or not they are somewhat difficult, precisely because the level of difficulty in English depends upon the use of various vocabulary and unusual/uncommon words or set-phrases, not grammar-wise. So, if you have got all basic knowledge, then there won't be any issue at all in reading any kind of English articles out there.
When it comes to Speaking anything, as I try to mention on every occasion, talking to yourself is the most beneficial and cost/time-effective/efficient method to be able to boost your confident level in the English language. In doing so, you don't necessarily have to talk about logical, meaningful as well as fact stories at all. Instead of them, you just want to try to say something like explaining the keywords that sprang to your mind, or just things you are going to be doing today. Something like that. How simple is that? But to do so, you've got to make sure that you try to polish your pronunciation and develop your oral fluency at the same time, both of which are critical for getting used to the English environment. Personally, Speaking anything is more superior to Reading anything in terms of time-effectiveness and efficiency.
But nonetheless, without reading English sentences, you can hardly come up with any idea for Speaking anything. So, please ensure that you strike the balance between Reading anything and Speaking anything as a means of improving the English language proficiency.
